The Alliance for Economic Development of Oklahoma City coordinates land, incentives and economic tools to strategically grow OKC, and entice companies and developers to expand here. By collaborating with the local government, companies and other public and private entities to streamline processes, the Alliance establishes more effective coordination, planning and decision-making processes for development.

The Alliance supports organizations of all sizes and varieties with development needs, economic tools and resources with a particular emphasis on urging businesses to settle and expand into OKC.

Oklahoma City Economic Development Trust
  • Monthly meeting on Tuesdays at 3:00 p.m.

  • Meeting Location: OKC Council Chambers at 200 N. Walker, third floor, Oklahoma City, OK.

Kenton Tsoodle

President & CEO

Kenton joined the Alliance as Excecutive Director in 2022, and to date he has spearheaded several major developments and crucial partnerships with direct outcomes that support our city's economic growth. He began his career with the City of Oklahoma City - Government in 2002 as a management and budget analyst.
Christy Jameson

Chief Financial Officer

Christy Jameson recently joined the Alliance as Chief Financial Officer, bringing over 25 years of financial leadership experience. For the past six years, she has served as Assistant Controller for the City of Oklahoma City. Her career also includes leadership roles in both the manufacturing and healthcare sectors.
Keith Kuhlman

Vice President

Keith has spent his professional career working in the real estate industry. He spent 38 years with the Commissioners of the Land Office as the Director of Real Estate and then as the Assistant Secretary for the agency. During his tenure, several innovative programs were implemented including the use of long term ground leases to spur development on the CLO properties.
Cassi Poor

Vice President

Cassi joined the Alliance for Economic Development in 2012. Previously, she worked as a landscape architect in Dallas, Texas, for MESA Design Group. Ms. Poor holds a bachelor's degree in landscape architecture from Oklahoma State University and a master's degree in sustainable design with emphasis in Urban and Regional Planning from the University of Sydney, Australia.
Olen Cook

Senior Director

Olen joined the Alliance as Senior Project Manager in January 2020. Before joining the Alliance he worked for a local commercial real estate company as a Business Manager where he was responsible for property management and maintenance operations.
Brooke Hoehner

Senior Director

Brooke joined the Alliance for Economic Development in August 2025. Prior to that, she spent 8.5 years with the Greater Oklahoma City Chamber’s Economic Development team, where she held various roles in research and analytics, project management, business development, and corporate attraction.
Micah Snyder

Director

Micah is an AICP-certified urban planner with a master’s degree in Regional and City Planning from the University of Oklahoma. Prior to joining The Alliance, he led municipal planning efforts including land use entitlement, code updates, and development review.
Melva J. Franklin, M.P.H., CED

Project Manager

Melva has enjoyed a long career in public service developing and implementing several innovative data-driven strategies to address critical social and economic issues impacting underserved and under-resourced communities. She is professionally and academically trained in non-profit management, public health practice, and community economic development.
Kimberly Statum Francisco

Progress OKC Executive Director

Kimberly is a lifetime resident of Northeast Oklahoma City. Her professional experience and roots in Oklahoma City help Progress OKC advance economic and social resources in traditionally been under-resourced or disinvested areas. In her most recent role as manager of the Ralph Ellison Library, she worked with state and local agencies, community-based nonprofits and local school systems to provide programming and services based on community needs.
Monse Lozano

Project Assistant

Monserrat is a proud Mexican American professional and a first-generation college graduate. She works as The Alliance project assistant and earned her Bachelor’s degree in Economics & International Business from Oklahoma State University in 2023.
Pam Lunnon

Accounting & Administrative Coordinator

Pam earned a bachelor’s degree from Southwestern State University before moving to Oklahoma City in 1983. She brings to her position multi-tasking skills developed over many years of working as an executive assistant.
Laurie Barton, CPA

Financial Accountant

Laurie is a certified public accountant with over 35 years of experience in public accounting and industry. Prior to joining the Alliance in 2020, she spent most of her career serving businesses, organizations and clients in the greater Oklahoma City metropolitan area.
Erika Ashby

Executive Assistant

Erika Ashby is The Alliance Executive Assistant. Ashby has extensive experience in the fields of communication, administration and customer service and is passionate about serving others. Ashby previously worked for the Greater Oklahoma City Chamber where she was the Community Outreach Manager for the Oklahoma County Criminal Justice Advisory Council.
